They do what they are supposed to do and are focused on helping each other

In my department I am happy with leadership, but at the executive level there needs to be less focus on non-company focused items-
Why do you feel undervalued and what would make you feel better about your compensation?
The fact that we pay more to someone "off the street" compared to an internal move within the company does not make sense
