Mr. Robert W. Walker has been the President and Chief Executive Officer of Premier Financial BanCorp, Inc. since October 2001. Mr. Walker served as the Chairman of the Board, Chief Executive Officer and President at Abigail Adams National BanCorp, Inc. since September 16, 2008. He served as an Acting Chief Executive Officer and Acting Interim President of The Adams National Bank, a subsidiary of Abigail Adams National BanCorp. Inc. since September 16, 2008. Prior to that, he was hired on June 29, 1998 as Vice President of Premier Financial BanCorp, Inc. Mr. Walker served as President of Boone County Bank Inc. from September 1998 to October 2001. Prior to that, he served as Regional President at Bank One West Virginia N.A. He has been a Director of Premier Financial BanCorp, Inc. since October 17, 2001. Mr. Walker served as a Director of The Adams National Bank since September 16, 2008.

Mr. Brien M. Chase has been the Chief Financial Officer at Premier Financial BanCorp, Inc. since April, 2002 and serves as its Principal Accounting Officer and Senior Vice President. Mr. Chase has been the Executive vice president of premier Bank, Inc. and Chief Financial Officer at Premier Bank, Inc. since April 2002. Mr. Chase served as Vice President of Premier Financial BanCorp. Inc. From June 1994 to January 2001, he served as Corporate Accounting Manager for One Valley BanCorp. Inc. He also served as Controller for four of the One Valley BanCorp. subsidiaries. Mr. Chase served as Senior Accountant of One Valley BanCorp. for six years.

Mr. Michael Ray Mineer, also known as Mike, has been Senior Vice President at Premier Financial Bancorp, Inc. since April 4, 2013. Mr. Mineer serves as President of Citizens Deposit Bank & Trust. He joined Premier in 2003 as President and Chief Executive Officer of Citizens Deposit Bank in Vanceburg, Kentucky. He began his banking career in 1989 with Kentucky Community Bancorp and held various capacities. Mr. Mineer holds undergraduate degrees in Marketing and Management from The University of Kentucky and a Master of Business Administration degree from Morehead State University.

Mr. Toney K. Adkins serves as a Treasurer at Radisson Hotel and Stationers, Inc. Mr. Adkins serves as a Secretary of Premier Financial BanCorp, Inc. He served as the President and Chief Operating Officer of Champion Industries Inc. from January 25, 2005 to December 31, 2011. He served as the President of Champion Industries, Inc. from January 25, 2005 to January 2008 and also served as its Vice President of Administration from November 1995 to January 2005. Mr. Adkins served as the President of KYOWVA Corrugated Container, Huntington, WV. from 1991 to 1996. He joined Chapman Printing Company in June of 1982 and served as a Special Projects and Acquisitions Manager. He served as an Administrative Manager of Chapman Printing Company from 1983 to 1990. He has an extensive background in Accounting, Management and Business Acquisitions. He has been an Independent Director of Premier Financial BanCorp, Inc. since July 12, 1991. He serves as a Director of Citizens Deposit Bank and Trust, Vanceburg, KY and Metro Community Federal Credit Union, Huntington, WV. Mr. Adkins is a Graduate of Marshall University.
