To get from the branch to the district level is actually really difficult based solely on merit. It really depends upon who you know and where you’re willing to go. However, once you reach a higher level the movement from one position to another seems relatively easy. And the actual knowledge base you must have diminishes. It strikes me that upper management put more emphasis on the persons flexibility as well as giving them a broader range of experience so it becomes a snowball effect when it comes time for promotion.
