
The process is different for eng and non-eng. Engineering has a self-nomination process, I think; non-eng has a manager-nomination process. For non-eng, you have to be performing steadily at the next level above your current one to receive a promotion; things move at about an average pace, I'd say. Levels aren't transparent in most orgs, though, so it can be a little difficult to benchmark.
