Mr. Thomas W. Schneider, also known as Tom, served as the Chief Executive Officer and President at Pathfinder Bancorp, Inc. and its subsidiary Pathfinder Bank. Mr. Schneider serves as the Chief Executive Officer and President of Pathfinder Risk Management Company, Inc. and Pathfinder Bancorp M.H.C. He has been a Treasurer of New York Bankers Association Inc. since April 2013. Prior to his appointment as President in 2000, he served as an Executive Vice President and Chief Financial Officer of Pathfinder Bancorp, Inc. and Pathfinder Bank. He served as a Director at Pathfinder Bancorp, Inc. and its subsidiary Pathfinder Bank since 2001. He served as a Director of Pathfinder Bancorp, MHC, the owner of a majority of the shares of the Company, as well as the Board of Pathfinder Bank, the Company's wholly owned subsidiary and Pathfinder Commercial Bank, Pathfinder REIT and Whispering Oaks, all subsidiaries of Pathfinder Bank. He serves as an adjunct professor at SUNY Oswego, teaching a graduate-level finance course. Mr. Schneider earned a Master's In Business Administration Degree from Fairfield University in 2002 and a Bachelor's Degree in Economics from SUNY Cortland in 1983.

Mr. Daniel R. Phillips, also known as Dan, served as the Chief Information Officer and Senior Vice President of Pathfinder Bank, a subsidiary of Pathfinder Bancorp, Inc. since January 2014. Mr. Phillips has been the Chief Information Officer and Senior Vice President at Pathfinder Bancorp, Inc. since January 2014. As a Member of Senior Management team at Pathfinder Bank, he oversees all areas of technology and information systems, as it relates to its Strategic Technology Plan and overall Strategic Plan. He also continues to oversee Pathfinder Bank's eCommerce and IT Departments. He has been with Pathfinder Bank for 15 years and in the financial information technology industry for 25 years. He served as an Assistant Vice President of MIS of Pathfinder Bancorp Inc. He served as a Vice President of Pathfinder Bank until December 19, 2013. Mr. Phillips joined Pathfinder Bank in April 1999 as Assistant Vice President of Information Services. He is active with the Alumni Association Board at LeMoyne College. He is a Pathfinder Bank Money Smart Educator for the Keeping Safe in an Electronic World curriculum.

Mr. Ronald Tascarella, also known as Ron, has been Chief Credit Officer and Executive Vice President of Pathfinder Bank since March 17, 2017. Mr. Tascarella has been Chief Credit Officer of Pathfinder BanCorp, Inc. since 2006 and serves as its Executive Vice President. He served as Vice President and Team Leader of Commercial Lending at Pathfinder Bank since June 2016. Mr. Tascarella served as Senior Vice President of Pathfinder BanCorp, Inc. Mr. Tascarella was responsible for Pathfinder's lending operations. He joined Pathfinder BanCorp, Inc. in 2006. He served as Senior Vice President of Oswego County National Bank. He served as Senior Vice President of Sales at Bridge Street Financial Inc., since January 2004. He served as Senior Vice President of Commercial Sales of Bridge Street Financial Inc., from April 2000 to January 2004 and Vice President of Commercial Sales from June 1998 to January 2004. He has also worked at several banks in Central New York in the commercial lending area since 1979. He served at Skaneateles Savings Bank and The Savings Bank of Utica.

Mr. Edward A. Mervine, ESQ, served as Senior Vice President, General Counsel and Corporate Secretary at Pathfinder BanCorp, Inc. and its subsidiary Pathfinder Bank. Mr. Mervine served as Vice President of Pathfinder BanCorp, Inc. and its subsidiary Pathfinder Bank. Prior to joining Pathfinder BanCorp, Inc. in 2002, he was a Partner in the law firm of Bond Schoeneck & King, LLP.

Mr. James A. Dowd, also known as Jim, CPA has been the Chief Financial Officer of Pathfinder BanCorp, Inc. since 2000 and serves as its Chief Operating Officer and Executive Vice President. Mr. Dowd has been Chief Financial Officer of Pathfinder Bank since 2000 and as its Chief Operating Officer and Executive Vice President since March 17, 2017. Mr. Dowd served as the Chief Financial Officer and Senior Vice President of Pathfinder Bank at Pathfinder BanCorp, Inc. since 2000. He is responsible for the accounting, finance, marketing and facilities departments. He served as a Vice President of Pathfinder BanCorp, Inc. and its subsidiary Pathfinder Bank. He joined the Pathfinder Bank in 1994.
