Mr. John M. Oakey, III also known as Jay, has been a Secretary and General Counsel of Bank of Essex (Tappahannock, VA) since March 2009. Mr. Oakey has been a Secretary of Community Bankers Trust Corporation and Essex bank since May 2009 and has also been its General Counsel since May 2010. Mr. Oakey has been an Executive Vice President and Executive Vice President of Essex Bank since December 2011. Mr. Oakey is responsible for managing all of its legal matters, including corporate governance, regulatory compliance and vendor management. Mr. Oakey served as Senior Legal Counsel at Community Bankers Trust Corporation from March 2009 to April 2010. Mr. Oakey served as an Assistant General Counsel at Circuit City Stores, Inc., where he was responsible for corporate governance and securities law matters from 2007 to March 2009. He was a Partner at Williams Mullen, a law firm headquartered in Richmond, where he worked primarily with its community bank clients. He began his practicing at of Williams Mullen in 1995.
