Overall I liked working here. The only important missing thing is the lack of a clear career path and it is not clear how one gets promoted.

I would say encouraging everyone to learn (learning time, badges, etc.)

As I said previously, there is really no incentive other than salary

There is really no incentive to perform more or do more work. And there is also no career ladder and promotions. Under these conditions, it is in one's best interest to do just average.
