Mr. Xiaobin Liu has been the Chief Executive Officer, President and Director at Gulf Resources, Inc. since March 10, 2009. Mr. Liu serves as a Vice President of Holley Group Co., Ltd. He has been closely involved with Gulf Resources since January 2007.He served as a Vice President of Gulf Resources, where he was responsible for all its operations. Mr. Liu served as the Chief Financial Officer of Da Shen Incorporated, a subsidiary of DaShen Real Estate LLC from 2002 to 2004. Mr. Liu served as the General Manager of Jiong Hai Wan Quan. He Incorporated Company from 2000 to 2001. From June 2005 to December 2006, he served as a Vice President of Shenzhen SEG. Dasheng Co., Ltd., a Shenzhen-listed company engaged in the real estate and hotel industries. From May 2000 to June 2005, he managed the securities department of Saige International Trust and Investment Corporation in Hainan province and was in charge of asset management. From May 1995 to May 2000, Mr. Liu served as the Vice President of Hainan Wanquanhe Development, where he was In Charge of corporate operations and financial control. Prior to that, he worked in the finance departments of Chinese Black Metal, Ltd. and Shanxi Aircraft Manufacturing Company. He served as the Securities Finance Department Manager of ShenZhen City SaiGeGuoDou Company from 2001 to 2002. He served as a Staff Accountant of ShaanXi Aircraft Company from 1998 to 1999. He served as an Accountant of HaiNan China-Europe Accounting Firm, from 1999 to 2000. Mr. Liu served as the Chairman of the Board of Shanghai Tengda Mechanical and Electronic Equipment Co., Ltd. Mr. Liu served as a Director of Huazhi Holding (Zhejiang) Co., Ltd. Mr. Liu served as a Director of Shanghai Libo Engineering Equipment Co., Ltd. Mr. Liu is a Certified Public Accountant, a Certified Tax Agent and an International Certified Internal Auditor. Mr. Liu graduated from Zhengzhou University of Light Industry, China in 1990. Mr. Liu has a Master's degree in International Accounting from the City University of Hong Kong.

Mr. Ethan Chuang has been Vice President of Mercari Communications Group, Ltd. since February 2, 2017 and its Secretary since July 18, 2017 and also serves as its Chief Financial Officer. Previously, Mr. Chuang serves as Vice President of Corporate Development of Gulf Resources, Inc. Mr. Chuang joined China Concentric in 2010 has served as its Vice President since March 2012. He served as Chief Executive Officer, President and Chief Financial Officer of Mercari Communications Group, Ltd. from January 20, 2017 to February 2, 2017. He has served as a team leader overseeing the evaluations and implementation of mergers & acquisitions, takeovers, due diligence and financial planning. Mr. Chuang served as an Interim Chief Executive Officer of Celadon Technology Limited in China from January 2016 to September 2016. Prior to that, Mr. Chuang served as a Vice President of Investor Relations at Gulf Resources Inc., from August 2007 to October 2009. Mr. Chuang has been a Director of Mercari Communications Group, Ltd. since January 20, 2017. He served as a Director of China Concentric from March 2012 to May 2015. He served as a Director of Celadon Technology Limited in China from January 2016 to September 2016. Mr. Chuang holds an MBA from California State Long Beach University in 2006.

Mr. Naihui Miao has been the Chief Operating Officer of Gulf Resources, Inc. since July 10, 2009 and has been its Secretary since January 2006. Mr. Miao has rich experience from working for Gulf Resources' two operating subsidiaries Shouguang City Haoyuan Chemical Company Limited (SCHC) and Shouguang City Yuxin Chemical Company Limited (SYCI). Since January 2006, he served as vice president of SCHC, where he was responsible for sales, human resources and general business management. From 2005 to 2006, he served as vice president and deputy general manager of SYCI, where he developed the sales market of Talimu oil field. From 1991 to 2005, Mr. Miao worked for of Shouguang City Commercial Trading Center Company Limited where he started off as manager and was later promoted to vice president. During his tenure, Shouguang City Commercial Trading Center Company Limited transformed from a state-owned enterprise into a privately held company. Previously and since 1986, Mr. Miao was the director of Shouguang Business Trade Center. He has been a Director of Gulf Resources, Inc. since January 2006. Mr. Miao has an associate degree in business administration from the Weifang College in Shandong province, China.
