Mr. Phillip R. Mays, CPA, serves as the Chief Financial Officer at Cedar Shopping Centers Inc. Mr. Mays has been the Chief Financial Officer at Cedar Realty Trust, Inc. since June 7, 2011. Ms. Robin McBride Zeigler has been the Chief Operating Officer and Executive Vice President at Cedar Realty Trust, Inc. since March 31, 2016 and serves as its Executive Vice President. She served as an Executive Vice President and Head of Operations at Penzance Management, LLC since January 2015. Prior to this, Ms. Zeigler worked for 10 years at Federal Realty Investment Trust and served as its Chief Operating Officer for the Mid-Atlantic Region. In that capacity, she was responsible for the operations of a portfolio of over 40 shopping centers and five mixed-use projects representing approximately 7.3 million square feet. Additionally, Ms. Zeigler provided oversight and strategic direction on mixed-use development and redevelopment projects such as Bethesda Row, Pentagon Row, Pike &Rose, The Village at Shirlington and Rockville Town Square. She has several years of real estate experience. Ms. Zeigler holds a BS in Accounting from Florida A&M and an MBA from Georgia State University.

Mr. Michael Winters has been the Chief Investment Officer of Cedar Realty Trust, Inc. since February 24, 2015 and serves as Executive Vice President. Mr. Winters served as Director of Acquisitions of Cedar Shopping Centers Inc. (formerly Cedar Income Fund Ltd.) on December 1, 2003. He served as Vice President of Acquisitions at Cedar Realty Trust, Inc. since November 2003. He had previously been Director of Acquisitions for Rosen Associates Management Corp. He holds M.B.A. and B.S. degrees from Long Island University.

Mr. Gaspare J. Saitta II, has been the Chief Accounting Officer of Cedar Realty Trust, Inc. (a/k/a, Cedar Shopping Centers Inc) since May 31, 2005 and served as its Director of Special Transactions since April 19, 2004. Since September 1994, Mr. Saitta was associated with Ernst & Young LLP in various positions, his most recent position being senior manager. Mr. Saitta is a Certified Public Accountant and received his B.B.A. degree from Baruch College of the City University of New York.

Robin Zeigler serves as the Chief Operating Officer of Cedar Realty Trust, Inc.. Robin started at Cedar Realty Trust, Inc. in March of 2016. Robin currently resides in the Greater New York City Area.
