Ms. Mary Ann Scully has been the Chairman, Chief Executive Officer at Howard BanCorp, Inc. since December 2005. Ms. Scully has been Chairman, Chief Executive Officer, Chief Risk Officer and President of Howard Bank since 2004. She has been the Chairman of the Board, Chief Executive Officer and President of Howard Bank, a subsidiary of Howard BanCorp Inc. since 2004. In 2003, she headed the organizing team for Howard Bank. She is a lifelong banker with over 30 years of varied executive experiences in the Maryland marketplace. She joined First Maryland Bancorp., named Allfirst Financial Inc., as a management trainee in 1973, where she served as an Executive Vice President for Regional Banking, Community Banking and as Senior Vice President for Strategic Planning, Mergers and Acquisitions and as Group Head of International Banking. She managed all branch, small business and middle market customer activities in four states and the District of Columbia. She has held a number of positions in corporate and international banking and retail banking. She managed the strategic planning division where she led merger and acquisition activities and strategic business development. She was a Vice President on the Baltimore Opera Company Board of Trustees. She has been a Director of Federal Reserve Bank of Richmond since January 1, 2017. She has been Director of Baltimore Branch at Federal Reserve Bank of Richmond since January 2014. She serves as Director of Howard BanCorp Inc. and Howard Bank since 2005 and 2004 respectively. She serves as a Director of the United Way of Central Maryland. From 2005 to 2006, Ms. Scully Co-Chaired the Grassroots Capital Campaign. She Chairs the Howard County United Way Partnership Board. From 2003 to 2004, she Chaired the United Way Howard County Campaign. She is an Advisory Board Member of the Howard County Women's Giving Circle. She served on the board of advisors for Loyola College's Sellinger School of Business and a member of the board of the Maryland International Visitors Center. She is a board member of UMBC's Alex Brown Center for Entrepreneurship. She is a member of the Columbia Rotary and a member of St. Louis Parish in Clarksville, Maryland. In 2002 and 2005 she was recognized as one of Maryland's Top 100 Women by The Daily Record, was one of the Baltimore Business Journal's 2004 Enterprising Women and was a 2005 Alumni Laureate honoree for Loyola College. Ms. Scully received her MBA in Finance from Loyola College and holds a Bachelor's of Arts in American studies from Seton Hill College.

Mr. George C. Coffman has been the Chief Financial Officer and Executive Vice President of Howard BanCorp Inc. since December 2005 and serves as its Principal Accounting Officer. Mr. Coffman has been the Chief Financial Officer, Chief Investment Officer, Treasurer and Executive Vice President of Howard Bank, Inc. since 2004 and serves as its Chief Interest Rate & Liquidity Risk Officer. He is another lifelong banker with 17 years of experience in the operations, accounting, investment and finance areas of banks in the central Maryland area. He served as Treasurer of Howard BanCorp. Inc. Mr. Coffman provides leadership for the financial management and investment operations of Howard Bank. In this role, he directly manages all of the corporate accounting functions, management and regulatory reporting and compliance with accounting principles and disclosure requirements. Mr. Coffman also is responsible for the management of interest rate risk, budgeting and financial planning and tax planning and reporting. Other duties include directing the investment portfolio, as well as overall funds management and investor relations. He also serves as Chief Investment Officer of Howard Bank. Prior to joining the organizing group of Howard Bank, Mr. Coffman held several senior financial management positions at Maryland based Financial Institutions, including Mercantile Bank in Baltimore, Farmers & Mechanics Bank in Frederick, Sequoia Bank in Bethesda. Mr. Coffman is a Certified Public Accountant.

Mr. James D. Witty, also known as Jim, has been an Executive Vice President of Howard Bancorp Inc. since April 26, 2016 and serves as its Chief Commercial Banking Officer. Mr. Witty has been the Chief Lending Officer of Howard Bancorp Inc. since April 26, 2016. He has been the Chief Commercial Banking Officer and Executive Vice President of Howard Bank, Inc. since May 2016. Mr. Witty is responsible for all commercial business development and relationship management in the Howard Bank footprint. Mr. Witty is well known and well respected as a leader in the banking community. Throughout his banking career across the Greater Baltimore market, Mr. Witty has been successful in building his reputation as a banker's banker with a long track record for developing differentiated team potential, proactive market leadership, sustainable business development and committed relationship management. Mr. Witty served as Maryland Regional President of BB&T Corporation since October 31, 2015 and served as its Regional President from August 2015 to October 31, 2015. While at BB&T, Mr. Witty was responsible for managing the commercial and retail operations for the Maryland Region including small business lending, commercial real estate, commercial and industrial lending and 98 retail locations. He served as the President of Greater Baltimore and Eastern Maryland Region at Susquehanna Bank since June 4, 2012. He joined Susquehanna from PNC Bank, where he served as Senior Vice President for Commercial Banking in the Baltimore region. A seasoned executive, Mr. Witty has over twenty-seven years of banking experience. He spent 24 years in banking with PNC. Before that, he served at Mercantile-Safe Deposit & Trust Co., where he headed asset-backed lending. He joined Susquehanna Bank in 2012 as Regional President in Baltimore. He has more than 27 year of experience in the banking industry. He also was Commercial Banking Unit Manager for PNC Bank in Baltimore and held a number of roles at Mercantile-Safe Deposit & Trust Co., including Manager of The Asset Based Lending Department, Commercial and Industrial Unit Banking Manager, Commercial Relationship Manager and Credit Analyst. Mr. Witty earned a Bachelor's Degree in Finance from Lehigh University in 1988.
