Management makes it very clear that they do not care about the employees. Bureaucracy is through the roof as there are a lot of people who stayed more than 20 yrs and they do not want to change or adopt a new thing.

Why do you feel undervalued and what would make you feel better about your compensation?
Everyone( including senior managers) says the pay is terrible and yet they remain because the work is a joke. Merit increase is more like an insult, but it is better than nothing.
