The York Water Company Company Culture

Mr. Joseph Thomas Hand has been the Chief Operating Officer of York Water Co. since March 3, 2008. Mr. Hand served as the Deputy Commander of the Baltimore District of the Army Corps of Engineers. He was commissioned as a Second lieutenant in May 1984 through the ROTC program at the University of Vermont. His career also included oversight of the Washington aqueduct. He served in military until June 2006. He retired from the U.S. Army after 22 years of service. He studied Bachelor of Science Degree in Civil Engineering from University of Vermont.

Mr. John H. Strine has been Vice President of Operations at The York Water Company since May 2009. Mr. Strine served as an Operations Manager of The York Water Company from February 2008 to May 2009 and Maintenance and Grounds Superintendent from August 1991 to February 2008.

Mr. Matthew E. Poff, CPA, has been Chief Financial Officer and Chief Accounting Officer of The York Water Company since January 1, 2018. and served as Controller from 2009 to December 31, 2017. Mr. Poff was Chief Financial Officer at I. B. Abel, an electrical contractor in York, PA for 3 years, and held progressively more responsible positions with Beard Miller Company, a public accounting firm, and its predecessor, Miller and Company, over a period of 11 years.

Mr. Ernest J. Waters serves as an Area Manager at Med-Ed. Mr. Waters served as Area Vice President and York Area Manager at Met-Ed from 1998 to 2009. His experience includes public accounting, internal auditing and serving as an expert accounting witness in rate proceedings. He served as the Chairman of York Hospital. He has been an Independent Director of The York Water Company. since September 25, 2007. He has been Independent Director of Fulton Financial Corporation since December 17, 2012. He serves as a Director of Fulton Bank of Lancaster, PA and Wellspan Health. He served at Pennsylvania Public Utility Commission, The Federal Energy Regulatory Commission and the New York Public Service Commission. Prior to joining the Metropolitan Edison Company, he was a public accountant and business consultant in Philadelphia. He is a member of the American Institute of Certified Public Accountants. He serves on the boards and committees of other nonprofit community organizations. He has served in a number of leadership roles in local community and nonprofit organizations. He holds his B.A. from Temple University and his M.B.A. from the University of Pittsburgh.
