Mr. Randolph C. Blazer, also known as Rand, serves as the President at Apex Randolph at On Assignment, Inc. Mr. Blazer has been the President of Apex Systems, Inc. at On Assignment, Inc. since May 2012. He served as Chief Operations Officer of Apex Systems, Inc. since February 2007. Mr. Blazer is responsible for Sap America, Inc.'s sales and field operations for the public sector, including the Department of Defense, federal civilian agencies, homeland security, state and local governments, defense and security firms, K-12 and higher education institutions in the United States. Mr. Blazer served as President of Bearingpoint, LLC. Mr. Blazer served as the President and General Manager of SAP Public Services Inc., a subsidiary of SAP America, Inc., since March 10, 2006. He served as President and Chief Executive Officer at BearingPoint Inc. from April 2000 to November 10, 2004 and served as its Chairman of the Board from February 2001 to November 10, 2004. From 1997 to April 2000, he served as a member of a two-person executive team (including as Co-Vice Chairman of consulting for KPMG LLP from January 1997 to August 1999 and as Co-Chief Executive Officer and Co-President of Bearingpoint Inc. from August 1999 to April 2000. From 1991 to 1997, he served as Partner-in-charge of KPMG LLP's public sector consulting practice, where he oversaw all consulting products and service offerings for the line of business serving federal, state and local governments and higher education institutions. He joined KPMG LLP in 1977 as a consulting professional in the Washington, D.C. office. He has been a Director of 3Pillar Global, Inc. since January 2015. He has been a Director of AtSite, Inc. since September 25, 2012. He has been a Member of Board of Advisors at Thomas & Herbert Consulting, LLC since March 2009. He served as a Director of Thrupoint Inc. since April 2000. He served as a Director of BearingPoint Inc. from August 1999 to November 10, 2004. Prior to his career in IT, he served as a captain in the U.S. Army. He received a Bachelor of Arts degree in Economics from Western Maryland College and a Masters of Business Administration degree from the University of Kentucky.
