A culture of risk aversion permeates the whole company. The focus of the company should be getting projects but the risk aversion that do not do them any favour in that. Employees are out asset is just a cliche. These are the really the disposable asset to them.

Focus on the right thing. Focus on cost, not headcount. One head count cost in North America is equivalent to 5 headcount in Asia. Focus on cutting where it will cause the least damage to capabilities but with maximum impact to cost. Cut cost not talent and capability.
