
Very cohesive for the most part. Remember though that there are rarely perfect situations. On average an engineering department has 7 or 8 people per site. Of the 7 or 8 typically there is no less than one and possibly 2 that are only interested in delegating and not doing even though their position really gives them no authority to delegate. It is one thing if one person is covered up, but another has finished all of their own task. In that case it's just team work to help out the one that is swamped. It is something else when you are not really doing anything. And trying to pass your own work off on someone who is very busy. That individual will do it even if you tell them if you do it you won't get your own task complete.
