Some clients don't allow it, especially government, but for other projects I am a part of, I can work from home whenever I need to. I elect not to simply because I get distracted at home and I have my own office at work.

Depends on you project. Most can work from home if they are not bid on a contract as on-site 100%. This does not always apply to very junior staff.
