Mr. Gerald A. Simon has been the Chief Safety & Emergency Preparedness Officer at California Water Service Group since March 1, 2016. Mr. Simon's responsibilities includes updating emergency response plans, providing incident command system (ICS) training and conducting annual emergency operations center (EOC) exercises. He provides fire services consulting to numerous cities and counties in the United States and abroad. He has 15 years of experience as Fire Chief for major metropolitan areas, including Oakland, California, Fort Lauderdale, Florida and Santa Clara, California. He taught emergency preparedness and hazardous materials courses at the California Specialized Training Institute (CSTI), enabling agencies to comply with Federal Emergency Management Agency standards. Mr. Simon has been recognized by the Executive Development Institute as Fire Chief of the Year and by the League of California Cities as a Distinguished Service Award winner.

Mr. Michael B. Luu has been Chief Information Officer and Vice President of Customer Service at California Water Service Group since January 1, 2017. Mr. Luu served as Vice President of Customer Service & Information Technology at California Water Service Company and California Water Service Group since August 1, 2013 until December 6, 2016. Mr. Luu served as Interim Vice President of Customer Service & Information Technology at California Water Service Group since February 2013. Since joining California Water Service Group in 1999, Mr. Luu has served in a number of capacities, including Information Technology Applications Manager, Director of Information Technology from 2008 to 2012, Enterprise Systems and Acting Manager of the Los Altos District. He served as Acting California Water Service Company District Manager of Los Altos from 2012 to 2013 and CIS Development Manager from 2005 to 2008. He held various other positions with California Water Service Company since 1999. He is a Certified Project Manager, a Certified Software Quality Engineer and a Certified Water Treatment Operator. He holds Master of Business Administration Degree and a Bachelor of Science Degree in Management Information Systems from San Jose State University.

Ms. Elissa Y. Ouyang has been the Chief Procurement & Lead Continuous Improvement Officer at California Water Service Group since March 1, 2016. Ms. Ouyang served as the Chief Procurement Officer at California Water Service Group since March 01, 2016 until October 25, 2016. Ms. Ouyang maintains responsibility for procurement and fleet and facilities and assume the role as lead officer of Continuous Improvement, which involves every employee in California Water Service Group in opportunities to increase efficiency or enhance service. She served as Interim Procurement Director at California Water Service Group , where her responsibilities included overseeing the development and execution of its procurement strategy to improve the efficiency of the entire function from sourcing to payment. Under her leadership, California Water Service Group undertook a strategic sourcing initiative focused on highest spending categories and made significant improvements in its Supplier Diversity Program. She has held a range of positions at California Water Service Group, including Director of Information Technology, Architecture and Security and Acting District Manager, Los Altos. Prior to joining California Water Service Group in 2001, she was a Senior Consultant at KPMG Consulting and a Senior Business Analyst at RR Donnelley & Sons. Ms. Ouyang holds a Master of Science in Accounting from the University of Illinois-Chicago and is both a Certified Public Accountant and Certified Project Management Professional.

Mr. Timothy D. Treloar, also known as Tim, has been the Chief Utility Operations Officer and Vice President of Water Quality at California Water Service Group since January 1, 2017. Mr. Treloar served as Vice President of Operations and Water Quality at California Water Service Group since August 1, 2013 until December 6, 2016. Mr. Treloar served as Vice President of Operations at California Water Service Group and California Water Service Company since August 01, 2013. He served as Director of Water Quality since 2013, California Water Service Company District Manager, Bakersfield from 2002 to 2013, Assistant District Manager from 1997 to 2002 and General Superintendent from 1994 to 1997 at California Water Service Company and also served as its District Manager of Bakersfield District. Mr. Treloar earned Bachelor of Science Degree in Geology at California State University, Fresno and he holds the most advanced certification available from the state of California in both water treatment and water distribution.

Ron Webb serves as the Vice President of Human Resources of California Water Service Company. Ron started at California Water Service Company in August of 2014. Ron currently resides in San Francisco Bay Area.
