I would shake up the leadership. With many people, they've been around from the beginning and so have been rewarded with high level positions. This would be fine if they had any skills related to those positions. There's VERY little accountability when it comes to performance reviews and most goals aren't set until mid to late summer for review in December. The external work provided to the customer is great. The internal can use a lot of help. There's really no upward mobility and the decisions being made are SLOW to happen. I would either make fewer promises or keep the ones you make.
