Mr. Joseph C. Adams, also known as Joe, has been the Chief Executive Officer of FS Bancorp, Inc. (Former Name: 1st Security Bancorp, Inc) since September 2011. Mr. Adams has been the Chief Executive Officer of 1st Security Bank Of Washington, a subsidiary of FS Bancorp, Inc. since July 2004. He joined 1st Security Bank of Washington in April 2003. He is a Tax Partner of Deloitte LLP (alternate name is Deloitte & Touche LLP). He is a Partner in the Employee Benefits Department of McDermott Will & Emery LLP, where he concentrates his practice on employee benefits and executive compensation matters for public, private and tax-exempt organizations. He advises clients in the design, drafting and ongoing operation of 401(k) and other qualified retirement plans, nonqualified retirement arrangements and welfare/fringe benefit plans. He also serves as contributing editor for Executive Compensation Strategies. He has substantial experience in advising clients regarding executive and incentive compensation programs, including employment agreements, stock based compensation, nonqualified deferred compensation, SERPs, split-dollar life insurance and the operation of Code Sections 162(m) and 280G (change in control). He frequently advises employers with respect to employee benefits and executive compensation matters in mergers and acquisitions and other corporate transactions. He served as Vice President and Manager of the Corporate Deposit Operations Department for Washington Federal Savings, Seattle Washington from February 2008 to August 2008, where he served as Vice-President and Administrative/Operations Manager of the Retail Banking Group at First Mutual Bank, Bellevue, Washington from June 2004 to February 2008. He served as Bank Account Executive and Premier Banking Client Manager at Bank of America, Newport Beach, California from June 2002 to June 2004. He served at K&L Gates as a Lawyer. He served at Univar USA as a Lawyer and Director at Regulatory Affairs. From 1995 to 2005, he served as Contributing Editor to another pension treatise/reference manual called the Guide to Assigning & Loaning Benefit Plan Money. At law school, he served as Editor of the Cornell Law Review. He has 18 years of retail branch sales and service, branch network management and national customer service training experience. He served at Deloitte & Touche as a Tax Consultant. From 2001 to 2004, he served with one of the Big Four accounting firms, where he served in a variety of roles, including the Tax Partner and In Charge of the Employee Benefits Tax Group for the Chicago office. He serves on the Zoning Board of Appeals for the Village of Winnetka, Illinois. He is the Contributing Editor of a Pension Treatise/reference Manual called the Pension Plan Fix-It Handbook. He has been a Director of FS Bancorp, Inc. since September 2011 and has been its Director for 1St Security Bank of Washington since 2005. He also co-authored the first and second editions of Domestic Partner Benefits: An Employer's Guide, available on amazon.com. He regularly speaks and writes about employee benefits and executive compensation topics. He is admitted to the Illinois bar and is a Member of the American and Chicago Bar Associations and Working in Employee Benefits (WEB). He graduated from law school. He holds Master's Degree from Pacific Coast Banking School.

Ms. Debra Lynn Steck, also known as Debbie, has been an Executive Vice President of Home Lending for 1St Security Bank, a subsidiary of FS Bancorp, Inc. since February 1, 2016. Ms. Steck served as Senior Vice President of Home Lending at FS Bancorp, Inc and served as a Senior Vice President of Home Lending - 1st Security Bank of Washington until February 1, 2016. Ms. Steck served as Chief Operating Officer and Vice President of Production at Golf Savings Bank, a subsidiary of Sterling Financial Corp. Ms. Steck has over 20 years experience in the mortgage industry with 15 of those years working for Golf Savings Bank. Prior to her executive assignment, Ms. Steck served as Senior Vice President of Lynnwood Financial Corporation (former parent company of Golf Savings Bank) as well as being a top producing loan originator. She is a guest speaker for Seattle Mortgage Bankers Conferences and the Association of Professional Mortgage Women's Conference. Ms. Steck is also used as an industry contact by local news publications and local public news outlets to provide industry updates and consumer information. Ms. Steck has instructed Mortgage Loan Processing and Mortgage Loan Officer Courses at Bellevue Community College.

Mr. Matthew D. Mulletm, also known as Matt, has been the Chief Financial Officer of FS Bancorp, Inc since September 2011 and serves as its Secretary and Treasurer. Mr. Mulletm has been the Chief Financial Officer of 1st Security Bank of Washington, a subsidiary of FS Bancorp, Inc since September 2011. Mr. Mulletm served as the Chief Financial Officer and Vice President of Golf Savings Bank. He joined 1st Security Bank of Washington in July 2011. He started his banking career in June 2000 as a Financial Examiner with the Washington Department of Financial Institutions, Division of Banks, where he worked until October 2004. From October 2004 to August 2010, Mr. Mullet had been with Golf Savings Bank, Mountlake Terrace, WA, where he served in several financial capacities, including as Chief Financial Officer from May 2007 to August 2010. In August 2010, Golf Savings Bank was merged with Sterling Savings Bank, where he served as a Senior Vice President of the Home Loan Division until resigning and commencing work at 1st Security Bank of Washington.

Mr. Donn C. Costa has been an Executive Vice President of Home Lending for 1St Security Bank, a subsidiary of FS Bancorp, Inc. since February 1, 2016. Mr. Costa served as Senior Vice President of Home Lending at FS Bancorp, Inc and 1st Security Bank of Washington until February 1, 2016. Mr. Costa served as an Executive Vice President of Home Loan Division at Sterling Savings Bank. Mr. Costa served as Acting President, Executive Vice President of Mortgage Lending and Executive Vice President of Golf Savings Bank at Sterling Financial Corp. He served as the President of Golf Savings Bank, a subsidiary of Sterling Financial Corp. since November 2009. He served as Senior Vice President of Sterling Savings of Sterling Financial Corp. He joined Sterling in July 2006. Prior to the merger with Sterling Financial Corporation, he served as the President of Lynnwood Financial Corporation, parent company of Golf Savings Bank. He was a loan officer at Phoenix Mortgage Company in Seattle from 1987 to 1994 and consistently made the prestigious President's Club list. In 1986, he served as a loan officer at Lomas and Nettleton Mortgage Company. He serves on the Board of Directors of Seattle Mortgage Bankers Association and the Board of the Washington Mortgage Lenders Association. He served as a Director of Golf Savings Bank. Mr. Costa received a Bachelor's degree in Business Administration from Washington State University in 1985.

Ms. Shana Allen serves as Senior Vice President of Technology & Operations at FS Bancorp, Inc. Ms. Allen oversees the technology and operations teams at 1st Security Bank. She serves as Chief Information Officer of 1St Security Bank of Washington. She served as Senior Vice President of Technology & Operations at 1st Security Bank of Washington. She served as Vice President and Information Technology Manager at EvergreenBank since March 2006. She is a highly-seasoned banking professional launching her career in banking over 23 years ago. She has held positions in lending, finance, operations, and information technology making her one of the most well-rounded information technology managers in the community banking field. She is a guest speaker at industry forums and is a primary contributor to articles published in the Puget Sound Business Journal and the Microsoft Small Business Center in the area of information security in financial services. She is committed to professional development and holds certifications in IT Service Management under the ITIL framework and is a Certified Information Systems Security Professional. Ms. Allen attended the University of Washington.
