For GroupM, within the Asia-Pacific region, the power is held by the CEO, COO and CFO. If one of those guys do not like you (for whatever reason) then you are toast. If you were to believe you have been passed over for promotion there is zero opportunity to constructively engage in discussion. Rather if you were to do so you would likely be booted out - which is something I have witnessed many times over my (close to) 11 years within GroupM. The agencies offer a much better career path and will do what they can to support career growth for their employees.
My group had no structured promotion policy, AFAIK. I inquired on this and was told it changed each yet, but there was no documentation on the existing one. Essentially, it was up to your manager to help you track your goals and recommend decisions to the higher-ups. Those that prefer to take initiative, network and navigate the politics will likely excel.
