
Very subjectively. Someone with little experience could be promoted just because his or her manager left. A lot of it is a popularity contest. Some people have been working their tails off for years only to be overlooked or even let go during reorganization.
This depends department by department. However, more often than not it depends if the manager likes you. Performance plays part, however, popularity is key. This has been proof for 5 years in a couple different departments.
