Mr. R. David Guerra serves as Vice-President and Commercial Loan Officer of Zapata National Bank. Mr. Guerra serves as Chief Executive Officer of McAllen-Texas at International Bank of Commerce and President of McAllen-Texas since 1991. Mr. Guerra has been Vice President of International Bancshares Corporation since 1986. He is a co-owner at Elena R. and R. David Guerra Trust. Mr. Guerra is an established leader at the forefront of the banking industry and oversees numerous branches in McAllen, Mission, Hidalgo, Edinburg, Pharr, San Juan, Alamo and Weslaco, Texas at IBC. In 1981, he joined IBC as a senior vice president, assisting in the supervision of the commercial, consumer and real estate lending departments. His work experience includes tenure as a distinguished National Bank Examiner for the U. S. Treasury Department's Comptroller of the Currency. He serves as the chairman of the South Texas Higher Education Authority, chairman of the UT Pan American Foundation Board, vice chairman of the McAllen Medical Hospital, director of the local chapter of Teach for America. He serves as a director of the McAllen Hidalgo International Toll Bridge. He has been a Director of International Bank of Commerce since 1991. He served as a Director of International Bancshares Corporation since 1993 until May 15, 2017. He also works closely with VAMOS (Valley Alliance of Mentors for Opportunities and Scholarships) and is a strong advocate of the Children's Defense Fund. He served as a Director of Laredo Chamber of Commerce, the Boys Scouts of America-Gulf Coast Council, the McAllen Economic Development Corporation, the Museum of South Texas History and the Laredo Development Foundation. He is an advocate for the South Texas Symphony Association and Boy Scouts of America. In 2005, the McAllen Chamber of Commerce recognized him as McAllen's Man of the Year. In 2004, The State of Israel honored him with The State of Israel Declaration of Independence Award in recognition of his exemplary leadership and community service. In 2000, he was recognized by the Rio Grande Council of the Boys Scouts of America as the Distinguished Citizen of the Year. In 1998, he was awarded the Distinguished Citizen Award by the University of Texas-Pan American and received the Cultural Leader of Year Award from the South Texas Symphony Association. He also completed advanced studies by attending the Stonier Graduate School of Banking at Rutgers University in New Jersey. He is an honors graduate from Texas A & M University-Kingsville, Texas (formerly, Texas A & I University). He completed advanced studies by attending the Stonier Graduate School of Banking at Rutgers University in New Jersey.
