Ambassador Thomas Graham, Jr., serves as Secretary of Lightbridge Corp. Ambassador Graham serves as Special Counsel at the law firm of Morgan, Lewis and Bockius in Washington, D.C. He has been an Executive Chairman and Executive Director of Lightbridge Corp. since April 2, 2006. He serves as Senior Consultant at the Eisenhower Institute. He served as an Interim Secretary of Lightbridge Corp. since April 2, 2006 and as its Secretary in July 27, 2006. Ambassador Graham served as an Interim Secretary of Thorium Power, Ltd. since April 2, 2006. He serves as Chairman of the Board of the Cypress Fund for Peace and Security. He has been the Chairman of the Board at CanAlaska Uranium Ltd. since June 03, 2011. He has been an Executive Chairman of Thorium Power, Ltd. since August 1, 2007. He served as the Chairman Emeritus at Mexco Energy Corp. since September 13, 2011. Ambassador Graham served as Chairman of the Board of Mexco Energy Corp. from July 1997 to September 13, 2011. He served as the Chairman of the Board of Novastar Resources Ltd. since April 4, 2006. He serves as an Executive Director of Thorium Power, Ltd. Ambassador Graham has been an Independent Director of CanAlaska Uranium Ltd., since March 30, 2007. He has been a Director at Mexco Energy Corp. since 1997 and has been its Lead Independent Director since September 13, 2011. He served as a Director of Novastar Resources Ltd. since April 2, 2006. He served as the General Counsel, United States Arms Control and Disarmament Agency, as well as Acting Director and as Acting Deputy Director of such agency successively, since 1993 to 1994. He served as a United States Ambassador, from July 1994 to July 1997. He served as the Special Representative of the President of the United States for Arms Control, Non-Proliferation and Disarmament from 1994 to 1997 and in this capacity successfully led U.S. government efforts to achieve the permanent extension of the NPT. Ambassador Graham is one of the world's leading experts in nuclear non-proliferation. He served as a Senior US Diplomat involved in the negotiation of every major international arms control and non-proliferation agreement for the past 35 years. This includes the Strategic Arms Limitations Talks (SALT Treaties), the Strategic Arms Reduction Talks (START Treaties), the Anti-Ballistic Missile (ABM) Treaty, Intermediate Nuclear Forces (INF) Treaty, Nuclear Non-Proliferation Treaty (NPT), Conventional Armed Forces in Europe (CFE) Treaty and Comprehensive Test Ban Treaty (CTBT). Ambassador Graham drafted the implementing legislation for the Biological Weapons Convention and managed the Senate approval of the ratification of the Geneva Protocol banning the use in war of chemical and biological weapons. He served in a senior position in every arms control negotiation in which the United States participated from 1970 to 1997. Ambassador Graham serves as Board Chairman of the Lawyers Alliance for World Security, Board Member of the United States Industry Coalition (helping U.S. business in Russia), Chairman of the Bi-partisan Security Group. He chaired the Committee on Arms Control and Disarmament of the American Bar Association from 1986 to 1994. Ambassador Graham is a Member of the Kentucky, the District of Columbia and the New York Bars and is a Member of the Council on Foreign Relations. He serves as an Adjunct Professor of Stanford University and the University of Washington (Seattle). He has taught at the University of Virginia Law School, Georgetown School of Foreign Service, Georgetown University Law Center, Stanford University, University of California at Berkeley and the University of Washington. He received the Trainor Award for Distinction in Diplomacy from Georgetown University in 1995. Ambassador Graham is the Author of Disarmament Sketches (2002), Cornerstones of Security (with Damien LaVera) in (2003) and Common Sense on Weapons of Mass Destruction (2004). Ambassador Graham received an A.B. in 1955 from Princeton and a J.D. in 1961 from Harvard University.
