Mr. Jed A. Latkin has been Chief Financial Officer, Interim Chief Operating Officer, Treasurer and Secretary of Navidea Biopharmaceuticals, Inc. since April 21, 2016. Mr. Latkin has been responsible for a large diversified portfolio of asset based investments in varying industries including product manufacturing, agriculture, energy and healthcare. Mr. Latkin has served as Chief Financial Officer of Viper Powersports, Inc., Chief Executive Officer of End of Life Petroleum Holdings, LLC, Chief Executive Officer of Black Elk Energy, LLC, Portfolio Manager of Precious Capital, LLC and Chief Financial Officer of West Ventures, LLC. He served as Principal Executive Officer of Navidea Biopharmaceuticals, Inc. from May 17, 2016 to September 22, 2016. Prior to his position at Nagel Avenue Capital, LLC, he was a Senior Research Analyst, Global Markets for ING Investment Management and held various finance roles at Troika Dialog, Morgan Stanley, Fleet Boston Robertson Stephens and Citicorp Securities. Mr. Latkin served as Portfolio Manager of Asset Based Lending of Platinum Partners Value Arbitrage Fund L.P. since 2010 and was responsible for a large diversified portfolio of asset based investments in varying industries including product manufacturing, agriculture, energy, healthcare and consumer discretionary. Mr. Latkin has more than 20 years of experience in the financial industry supporting many investments in major markets including biotechnology and pharmaceuticals by providing executive direction and preserving operational control during transitional periods. Mr. Latkin was employed at Nagel Avenue Capital, LLC since 2010. He serves on the boards of the Renewable Fuels Association and Buffalo Lake Advanced Biofuels. He served as a Director of Viper Powersports Inc. from August 23, 2012 to March 6, 2013. Mr. Latkin has a BA from Rutgers University and an MBA from Columbia Business School.

Mr. William J. Regan has been Senior Vice President of Global Regulatory Affairs and Quality at Navidea Biopharmaceuticals, Inc since February 2014. Mr. Regan has been Chief Compliance Officer of Navidea Biopharmaceuticals, Inc. since March 2015. Mr. Regan served as its Senior Vice President of Global Regulatory Strategy at Navidea Biopharmaceuticals, Inc from October 2012 to February 2014. Prior to Navidea, Mr. Regan served as a Consultant of Navidea from July 2011 to September 2012. As Principal of Regan Advisory Services (RAS) from September 2006 to September 2012, Mr. Regan consulted on all aspects of regulatory affairs within pharmaceutical, biotechnology and diagnostic imaging businesses, including PET diagnostic agents (cardiovascular, neurology and oncology), contrast agents and radiopharmaceuticals. Prior to RAS, Mr. Regan held roles of increasing responsibility in radiopharmaceutical manufacturing, quality assurance, pharmaceutical technology and regulatory affairs at Bristol-Myers Squibb (BMS). From September 2001 to August 2006, he served as global regulatory head for BMS??? Medical Imaging business where he was responsible for all regulatory aspects of the company's in-market and pipeline products and led regulatory actions resulting in product approvals. Mr. Regan has been an active member in the Society of Nuclear Medicine, Council on Radionuclides and Radiopharmaceuticals (CORAR), and Medical Imaging and Technology Alliance and formerly served as the industry Chair of the Regulatory and Clinical Practice committee on behalf of CORAR. Mr. Regan holds a B.A. in Chemistry from Rutgers University.

Dr. Frederick O. Cope, also known as Fred, Ph.D., F.A.C.N., C.N.S. has been the Chief Scientific Officer and Senior Vice President of Navidea Biopharmaceuticals, Inc since May 2013. Dr. Cope served as Senior Vice President of Pharmaceutical Research and Clinical Development at Navidea Biopharmaceuticals, Inc. (aka Neoprobe Corp.) from July 2010 to May 2013. He served as Vice President of Pharmaceutical Research & Clinical Development of Neoprobe Corp. from February 2009 to July 2010. He served as the Assistant Director of Research and Head of Program Research Development at The Ohio State University Comprehensive Cancer Center, The James Cancer Hospital and The Richard J. Solove Research Institute. Dr. Cope also served for a number of years as the Ernest W. Volwiler Fellow and Head of Cancer and AIDS Research Effort for Abbot Laboratories-Ross Division. He is active in a number of professional and scientific organizations such as serving as a Ad Hoc Candidate of the FDA Scientific Advisory Panel, a member of Emory University's Informatics Advisory Board and as a full member of the American Society of Clinical Oncology. Dr. Cope received his BSc from the Delaware Valley College of Science and Agriculture, his MS from Millersville University of Pennsylvania and his PhD from the University of Connecticut.

Mr. Brent L. Larson served as Treasurer at Navidea Biopharmaceuticals, Inc from February 1999 to October 6, 2016 and served as its Executive Vice President and Secretary from May 2013 to October 6, 2016 and from 2003 to October 6, 2016 respectively. Mr. Larson served as Chief Financial Officer at Navidea Biopharmaceuticals, Inc from February 1999 to May 09, 2016. Mr. Larson served as Vice President of Finance at Neoprobe Corp. from July 1998 to January 1999 and its Controller from July 1996 to June 1998 and assistant secretary. He served as Senior Vice President of Navidea Biopharmaceuticals, Inc. from July 2010 to April 2012. Mr. Larson was employed by Price Waterhouse LLP. He holds a BBA in Accounting from Iowa State University of Science and Technology and is a Certified Public Accountant.

Ms. Sharon Correia serves as Senior Director of Corporate Communications at Navidea Biopharmaceuticals, Inc. and served as its Associate Director of Corporate Communications. Ms. Correia served as Director of Corporate and Marketing Communications at BioScale, Inc. She holds B.S. of Biochemistry from Penn State University.
