Mr. Steven M. Shindler, also known as Steve, has been the Chief Executive Officer of NII Holdings Inc. since December 2012 and served as its Executive Chairman from February 2008 to July 2012. Mr. Shindler served as interim Chief Executive Officer of NII Holdings Inc. from December 2012 to May 2013 and served as its Chief Executive Officer from 2000 to February 11, 2008. He served as an Executive Vice President and Chief Financial Officer of Nextel Communications, Inc. from 1996 to 2000. He served as the Chief Executive Officer of Nextel International Inc. She is responsible for leading the legal affairs of the company, including corporate governance, ethics and compliance programs; U.S. public company securities law compliance; executive compensation; public and private financings; M&A transactions; litigation; human resources; trademark and intellectual property; and international corporate governance, tax and compliance. She focuses on working closely with the board of directors, Chief Executive Officer and executive team in solidifying NII's best practices and governance framework to meet stockholder expectations. Ms. Smith served as Deputy General Counsel at NII Holdings, Inc. since 2011 until October 8, 2015 and also served as its Corporate Counsel. She served as an Assistant Secretary of NII Holdings, Inc. Prior to joining the NII team, Mrs. Smith served as corporate counsel, securities and finance of Sprint Nextel Corporation, a provider of wireless services and global Internet. During her tenure, she worked with the executive team on public company securities law compliance, mergers, restructurings, financing events and purchases and sales of large assets. Before serving at Sprint Nextel Corporation, she served as a Corporate Associate with Fried, Frank, Harris, Shriver and Jacobson, an international law firm. Prior to completing law school, she was a Communications Specialist at MCI. Mrs. Smith is a graduate of the Georgetown University Law Center and the University of Maryland, where she received a bachelor of arts in Journalism.

Mr. Miguel E. Rivera has been President of Nextel Peru of NII Holdings Inc., since January 2000. From 1986 to 1998, Prior to joining the company, Mr. Rivera served as general manager of the Lima Stock Exchange (BVL), a position he held from 1998 to 1999. From October 1996 to March 1998, he served as general manager of IBM's Latin American manufacturing industry based in Sao Paulo, Brazil. He also served as IBM's president in Bolivia, Dominican Republic and Colombia. Mr. Rivera has been director of the American Chamber of Commerce, C??mara Colombiana de Inform??tica y Telecomunicaciones (Colombian Chamber of Information and Telecommunication Systems), SIGMA, Asociaci??n Nacional de Industriales de Bogot?? (National Industrialists Association of Bogot??), ANDI (National Association of Advertisers), IPAE, Peru 2021, and Adepsep, among other institutions. Mr. Rivera holds a degree in economic engineering from the Universidad Nacional de Ingenier??a (national engineering university), one of Peru's most prestigious universities and has also been granted several diplomas in business management. Mr. Rivera is fluent in both English and Portuguese, and has ample experience in the areas of sales, business planning, human resources, marketing and finance.

Mr. Gokul V. Hemmady served as the Chief Operating Officer of NII Holdings Inc. since June 15, 2012 until October 1, 2015, its Executive Vice President since February 2011 until October 1, 2015 and President of Nextel Brazil since 2013 until October 2015. Mr. Hemmady served as the Chief Transformation Officer of NII Holdings Inc. since February 2012. He served as the Chief Financial Officer of NII Holdings Inc. from May 21, 2007 to October 17, 2012 of NII Holdings Inc. since February 2012. Mr. Roberto Rittes has been Chief Executive Officer of Nextel Brazil at NII Holdings, Inc. since July 2017. Mr. Rittes has been the Chief Executive Officer at Nextel Telecomunica'?es Ltd since April 24, 2017. Mr. Rittes served as a Principal at H.I.G. Capital, LLC from 2016 to 2017. Prior to that, Mr. Rittes served as the Chief Financial Officer of Boa Vista Servi??os, a Brazilian credit bureau managed by RMG Capital, from 2013 to 2016. From 2011 to 2012, he served as the Chief Financial Officer of Estre Ambiental, an environmental services group in Latin America managed by BTG and Angra.
