Mr. Jude J. Nohra has been the General Counsel of United Community Financial Corp. since July 2009 and its Secretary since June 2004. Mr. Nohra has been an Executive Vice President of Corporate Governance at The Home Savings and Loan Company of Youngstown, Ohio of United Community Financial Corp. since June 12, 2013 and its Secretary since JUne 2004. Mr. Nohra served as Senior Vice President and General Counsel at The Home Savings and Loan Company of Youngstown, Ohio since July 2009 until June 12, 2013. He was a Vice President of Home Savings since June 2004. He joined Home Savings in 2004. Before that, Mr. Nohra was an Associate Attorney for Squire, Sanders & Dempsey, L.L.P. for approximately 5 years and also served as its Associate in its Corporate Department, where he practiced law in its corporate department and financial services practice group, focusing on general business representation of public and private companies, bank regulatory matters, mergers and acquisitions, securities law matters, real estate transactions and financings, tender offers and corporate governance. He served as a Law Clerk for The Honorable Paul R. Matia, Chief Judge, U.S. District Court for the Northern District of Ohio. Before practicing as an Attorney, Mr. Nohra practiced as a Certified Public Account. Mr. Nohra was a Certified Public Accountant.

Mr. Matthew T. Garrity has been Executive Vice President of Commercial Lending & Credit Administration of The Home Savings & Loan Company of Youngstown a subsidiary of United Community Financial Corp. since June 2013. Mr. Garrity is responsible for Credit Administration, Special Assets, Commercial Lending and Real Estate and Facilities at The Home Savings and Loan Company of Youngstown, Ohio. He served as Chief Credit Office of Home Savings at United Community Financial Corp. from June 2009 to June 2013. Mr. Garrity served as the Chief Compliance Officer and Senior Vice President of Home Savings and Loan Company at United Community Financial Corp., from June 2009 to June 2013. Mr. Garrity served as Senior Vice President of National City Capital Markets Investment Banking in Cleveland, Ohio since 2008 until he joined Home Savings. Mr. Garrity served as National City Corporation's Deputy Chief Credit Officer -- Northern Ohio Credit Administration in Cleveland, Ohio from 2007 to 2008 and Senior Vice President/Senior Portfolio Manager in Cleveland, Ohio from 2005 to 2007.

Ms. Barbara J. Radis, also known as Barb, has been Executive Vice President of Retail Banking at United Community Financial Corp. since April 2016. Ms. Radis served as Senior Vice President of Retail Banking at The Home Savings and Loan Company of Youngstown, Ohio at United Community Financial Corp. since February 2011. She has over 20 years of banking experience having served as Director of Retail Administration and Retail Branches for Lorain National Bank. Prior to that, she served as the Ohio Regional Manager for Ohio Savings, as well as the Cleveland District Manager for US Bank. She was a 2015 Athena Award Nominee. Ms. Radis earned her Bachelors of Science in Business Administration degree from John Carroll University and is a graduate of both Leadership Sandusky County and the Diversity Center of Northeast Ohio's (formerly NCCJ) Lead Diversity program.

Timothy W. Esson was appointed Chief Financial Officer of United Community Financial Corp. (the ???Company???) in February 2015. Mr. Esson also serves as the Executive Vice President and Chief Financial Officer of Home Savings Bank (???Home Savings???), positions held since March 2011. Prior to becoming CFO of the Company, Mr. Esson served as Principal Accounting Officer and Treasurer of the Company, beginning April 2014. Mr. Esson also served as Vice President of Finance of Home Savings from May 2003 until March 2011.
