VW needs better collaboration between departments. Working relationships between departments are generally politically charged with trust issues that are generally caused by leadership misalignment and financial control issues. This creates constant struggles between teams that are trying to work together. The culture in general operates in silos instead of promoting collaboration. The culture is generally also a "blame" culture rather than promoting a "fail-fast" collaborative team culture.
