Mr. Victor G. Carrillo has been the Chief Executive Officer of Zion Oil & Gas, Inc. (United States) since June 15, 2015. Mr. Carrillo served as President and Chief Operating Officer of Zion Oil & Gas, Inc (Israel) since October 18, 2011 until June 2015. He served as President and Chief Operating Officer of Zion Oil & Gas, Inc. from October 18, 2011 to June 15, 2015 and Executive Vice President from January 2011 to October 18, 2011. He has background in petroleum geology and geophysics and regulatory experience. He has over 20 years of educational and professional experience related to the crude oil and natural gas exploration and production segment of the energy industry. He joined Amoco Production Company in Houston as a Petroleum Geophysicist in 1988, where he gained experience in the full spectrum of oil and gas exploration and production activities. He also worked at Amoco. He served at the Texas General Land Office as an Energy Attorney from 1994 to 1996, where he advised the Texas Land Commissioner on a variety of oil and gas, environmental and general government relationship issues. In 1996, Mr. Carrillo returned to Abilene, Texas, where he was an Assistant City Attorney. In 2002, he was elected as County Judge for Taylor County, a post he held when Governor Rick Perry appointed him to the Texas Railroad Commission in February 2003. He was Taylor County Judge. He has been an Independent Director of Energy Hunter Resources, Inc. since October 14, 2016. He has been a Director of Zion Oil & Gas, Inc. since September 8, 2010. He has been a Director of Zion Oil & Gas, Inc (Israel) since September 2010. He served as Director at Magnum Hunter Resources Corp. since January 5, 2011 to until May 6, 2016. Mr. Carrillo served as the Chairman of the Outer Continental Shelf Advisory Committee to the U.S. Secretary of the Interior. He was Chairman of the Railroad Commission of Texas and served there since February 2003. He was the Chairman of the Governor's Texas Energy Planning Council. He served as Vice Chairman and Director of the Interstate Oil and Gas Compact Commission. He serves on the Advisory Board of the Maguire Energy Institute at Southern Methodist University and on the board of directors of the Texas-Israel Chamber of Commerce. He is a Member of the Board of Advisors to the Texas Journal of Oil, Gas & Energy Law at the University of Texas School of Law. From February 2003 to January 2011, Mr. Carrillo was a Commissioner of the Railroad Commission of Texas. He ran for and won election to the Abilene City Council. He is a Member of the Committee on Gas for the National Association of Regulatory Utility Commissioners. He taught Political Science and Legal Studies classes at Hardin-Simmons University. Hispanic Business Magazine has named Mr. Carrillo to its list of the 100 Most Influential Hispanics in the United States. The Abilene Young Lawyers' Association honored Mr. Carrillo as the Young Lawyer of the Year in 2001. In 2003, he was awarded the first Young Alumni of the Year award from Hardin-Simmons University. Mr. Carrillo is a Petroleum Geologist and Geophysicist. Mr. Carrillo was City Councilman. He earned his Master of Science degree in Geology from Baylor University and a Bachelor of Science degree in Geology from Hardin-Simmons University. Mr. Carrillo received an Honorary Doctorate degree from Hardin-Simmons University in May 2006. He has a Juris Doctorate Degree with emphasis in both Environmental and Oil and Gas Law from the University of Houston Law Center.

Mr. Michael B. Croswell, Jr., CPA, has been the Chief Financial Officer and Chief Accounting Officer of Zion Oil & Gas, Inc. since August 15, 2016 and since September 12, 2016. Mr. Croswell serves as Corporate Vice President of Administration at Zion Oil & Gas, Inc. and has been its Corporate Controller since April 2011. Mr. Croswell is an accounting professional with over 17 years experience working for various corporations, including Monitronics International, Genpass Technologies and Maxus Energy Corporation. He has been a Director of Zion Oil & Gas, Inc. since May 1, 2017. Mr. Croswell is a Certified Public Accountant and earned his Bachelor of Business Administration degree from Stephen F. Austin State University.

Mr. Dustin L. Guinn has been Executive Vice Chairman of Zion Oil & Gas, Inc. since July 1, 2016 and has been its Chief Executive Officer and President since September 13, 2016. Mr. Guinn served as Chief Executive Officer of Viking Services from June 2011 to September 30, 2015. Mr. Guinn's primary responsibilities included operational and strategic management focusing on the growth, deployment and profitability of assets in Turkey, Northern Iraq, Hungary, Bulgaria, Serbia, Romania and other strategic countries within the Middle East, North Africa, as well as Central and Eastern Europe. Mr. Guinn has extensive experience in transactional mergers and acquisitions involving both entity and asset purchases as well as the integration of those acquisitions and has been intimately involved in the growth of Viking, in terms of financial, operational, structural and reporting and management growth. Previously, Mr. Guinn served as the Chief Operating Officer at Viking Coil Tubing LLC. He has extensive experience in transactional mergers and acquisitions involving both entity and asset purchases as well as the integration of those acquisitions. He also serves as Chief Executive Officer of Viking Services and has also served in a number of capacities within Viking such as President, Chief Financial Officer, Treasury Manager and Financial Analyst, which have allowed for the opportunity to have a balanced and well-rounded understanding of the business. He also serves as the Chief Financial Officer and President of Viking International; a wholly owned subsidiary of TransAtlantic Petroleum (TSX: TNP & OTC: TAPFF.OB), which is an oil and gas service company maintaining operations in Turkey, Morocco and Romania. Mr. Guinn served as President of Viking Geophysical in which he leveraged his financial background and experience to focus on the continued development of operational efficiencies, reporting implementation, profitable asset deployment and accountability focusing on ROI metrics. Mr. Guinn was integral in the procurement and negotiation of many of Viking's key long-term, ongoing service contracts and MSAs. Mr. Guinn served as Chief Financial officer at Viking Drilling, LLC since joining in August 2008. Prior to Viking Drilling, Mr. Guinn served in various capacities within The Mitchell Group from July 2006 to August 2008. Prior to joining the Mitchell Group, Mr. Guinn was the Chief Operating Officer of Sun-Belt Pump and Supply, a wholesale distribution company headquartered in Amarillo, Texas. He has been a Director of Zion Oil & Gas, Inc. since May 01, 2015. Mr. Guinn graduated from New Mexico State University in 1999 with a Bachelor of Business Administration degree in Finance and earned a Masters degree in Business Administration from West Texas A&M University in 2005.

Mr. William H. Avery, also known as Bill, has been the General Counsel of Zion Oil & Gas, Inc. since December 2012. Mr. Avery served as an Executive Vice President of Zion Oil & Gas Inc., from June 2007 to October 2010 and as its Treasurer from January 2003 to 2010. He also served as Assistant Secretary of Zion Oil & Gas, Inc. He served as Vice President of Finance of Zion Oil & Gas Inc. from January 2003 to June 2007. For nine years, he has practiced as an Independent Attorney in transactional work, concentrating in the area of real property law, including Oil and Gas Transactions. He was a Partner for seventeen years and an associate for four years at Storey, Armstrong, Stegar and Martin, a full-range Dallas law firm, concentrating his practice in the representation of financial institutions in loan transactions. He has more than twenty years as an Oil and Gas Property Investor and Investment Manager for his own account and for members of his family. He has been a Director at Zion Oil & Gas, Inc. since September 1, 2013. He served as a Director of Zion Oil & Gas, Inc. since March 29, 2007 until October 13, 2009. Mr. Avery holds a Bachelor of Business Administration degree in Finance from Southern Methodist University and a Doctor of Jurisprudence Degree from Duke University Law School.
