Small team, but then we can be considered part of a larger department where the organizational chart/charts do not make sense and are created out of greed.

What's going wrong and how can it be improved?
There is no appreciation for what my department does at the level above us.
Why do you feel undervalued and what would make you feel better about your compensation?
There is no structure/organization to position descriptions or titles within the departments, much less organization. Human Resources has not been able to offer what the difference is between an entry level coordinator/non entry level, admin assistant, director, VP, associate, etc. It just depends.
