My Team all feels the same way. HR doesn't push job reqs, through in a timely manner so we all struggle together and do the best we can to support each other.

They could start by being more concerned with employees than their own pocket books. All departments are short staffed and nothing is done to prevent high turnover. They preach patient care, but spend more on the C suite salaries than people that actually work and care for patients, support staff.
