If they actually understood the concept of harassment as outlined in the Employee Handbook and practiced appropriate interaction with coworkers, this would be a first step.
Unless you are appealing (physically) to upper management or are willing to engage in inappropriate behavior, you will not find yourself compensated appropriately. This company has a history of bullying and rating staff based upon things other than actual ability.
