1) Every voice has to be heard, good or bad or ugly. 2) Promote people who deserve, if a manager is stopping the promotion then make sure to help the employee. 3) If the employee wants to learn more skills help them, rather than have dictators as directors and kill all the interest in the employee, your company will only suffer at the end.
I would suggest American Tower Corporation include their contractors in more team-building activities we do. Currently contractors are treated very different from regular employees.
