
It's like high school. whoever is the most popular will get promoted. not at all merit based. Someone other than yourself "represents" you to a committee (most executive board) who know nothing about you and have never worked with you. They analyze what your representative says about you (supposedly based on feedback from peers you select from projects you've worked on, and what you describe as your overall strengths, weaknesses, and goals). The actual work that you do only accounts for 1/3 of your overall score (which honestly is ridiculous because for members not on the Business Services Team, you are always staffed on projects with insane deadlines). The other 2/3 comes from "Impact on company culture" and "Thought Leadership" (another way of saying how are you improving the company/department you represent by doing internal work) You then get a score, 1-5, and if you score 4 or higher, you will get promoted. As long as people think you're doing well in all areas, you're fine.
Not objectively- you have to be a favorite of three of the top people. Not based on merit
