
The executive staff are ghosts and seem to make decisions without guidance or consultation from their department heads. My advice would be to spend more time with the teams, learning pain points and collaborate to come up with solutions. Furthermore, they should provide dept heads and line managers with their "commanders intent" so that subordinates can act in the essence of what the people at the top want and not waste cycles on tasks that will be disregarded.
