Value your associates and give them some praise just don't point out the negative that they need to work on. Let them know you value them

the way goals are treated is unfair given the lack to proper tools, half finished software, slow internet, and a poor rewards program

It's all gone downhill. Not much to change it except to make wrongs right - too late now.
