They are losing valuable people because of their incapacity to manage situations that require leadership skills. Basically, it's a culture of forced consent, everybody knows how to follow the rules, not how to make them work for the sake of the business.

The team is inexperienced at the job at hand, but really smart and ready to learn. It's not their fault the hiring rationale is to get 10 jr, 1 sr and 2 supervisors (sr+jr) , then expect leveled performance and delivery standards met with no real planning of knowledge transfer or role assignment.
