This is a complicated question at this organization. Currently there are personal kingdoms in place here that prevent work from getting done. I would attempt to break up those kingdoms and force the delegation of work and empowerment of subordinates. Work cannot stop due to one team member being preoccupied on other tasks.
stop the micromanaging. trust your employees or get new ones. be willing to learn from your employees instead of bulling over them. and stop reading every inbound and outbound email. A CMO doing that is wasting his time and the company's money.
