Directors and other leaders collaborate to level-set across different cases, to make sure that people are being promoted fairly. Managers generally function as the advocate for their employees, and are responsible for initiating the promotion process. Promotions in engineering happen approximately every 2-5 years, depending on the level. Promotions at most levels are not heavily dependent on the positions available, but more about the level of the employee. At higher levels this is less true.
