Too many people vying for promotions that no real work gets done. Promotions should be on merit, not who you know.
Longevity bonus is great: 5 yrs = $5,000, 10 yrs = $10,000. Not sure if it makes up for a true retirement plan though.

Upper management micro manages every decision. Hiring, raises...it all goes through the head office. Not only does this take a considerable amount of time, it leaves department managers with no actual authority.
