There are free snacks. Snacks don't compensate for the rest of the cultural issues.
Certain teams and individuals are great, but other teams are all new and less effective. Because the leadership and management are tuned out, those teams have no training or development, and often lag behind in productivity. Because turnover is so high, that impacts everything.
The change needs to start at the top, with a new leadership team that understands business fundamentals, can promote a culture of collaboration instead of sycophantic support for every wrong decision, and refocuses on making business choices with long-term benefit rather than short-term appearances.
Leadership team needs a better understanding of the business, the industry, and the technology, to make a plan to see the company to success. The leadership team (and therefore their departments) is often in a power struggle with one another, not focused on being a team and collaborating.
