Let the engineering team's get to have at least some say in who is hired. Not all of Veracode uses Java so hiring Java engineers does not help.
Not much. Engineering practices are old school and forced. Teams do not get a lot of say in how they want to work. No input in hiring decisions as well. New hires do not have any skill match.
