The fact Peter Chang still exists and is CEO of the company is what's going wrong with the company. Remove him, find someone better, and the company will have a chance.
What needs to change to make the company culture better?
Get rid of Peter Chang.
Why do you feel undervalued and what would make you feel better about your compensation?
His whole entire being is selfish. Won't pay you the rate you should be paid at, won't give you a raise when you deserve it. He does not care about your growth, only cares about how much money is left in his bank because his company is churning through funds by churning out a useless product.
