Mr. David Barnes Dempsey serves as Partner in the Public Contracts Group at Blank Rome LLP. Mr. Dempsey has over 32 years of experience practicing U.S. federal, state, and local government procurement laws, regulations and policies, as well as their international counterparts. This includes: contractor rights in technical data and software cost principles; information technology contracts; GSA/VA Schedule contracting; contract pricing and price adjustments; Cost Accounting Standards; Preparation and guidance for DCAA audits; organizational conflict of interest; foreign company sales under U.S. statutes and treaties (Buy American Act, NATO, MOUs, Trade Agreements Act, NAFTA, WTO Government Procurement Agreement, NATO SOFAs); industrial security regulations and compliance (NISPOM); export control compliance and planning (EAR and ITAR); teaming agreement, joint venture, and subcontracting issues and negotiations; protection of contractor intellectual properties strategies and licensing research and development contracts and suspension/debarment. Mr. Dempsey's articles have appeared in several legal and business publications, and he has presented numerous lectures, on the above and related subjects since 1982. Prior to entering private practice in 1982, Mr. Dempsey worked at the Defense Logistics Agency and the Defense Fuel Supply Center, components of the Department of Defense. He holds a JD from University of Southern California Gould School of Law in 1977; MPA from University of Tennessee in 1973 and BA, cum laude from Amherst College in 1972.
