What's going wrong and how can it be improved?
There is no differentiation in billable hours between junior, senior, and lead developers. All are expected to be 90% billable. This means efforts to improve the tech group don't seem to have time allocated for them. "Goals" for reviews just feel like extra work streams rather than how grow.
