Executive Bio

Mr. David Bloom has been Acting Chief Financial Officer of United States Environmental Protection Agency (formerly, US EPA) since September 2014. Mr. Bloom oversights EPA's annual budget and performance plan, strategic planning efforts, and financial operations, policy, and financial information systems for the agency. He also oversees environmental finance activities and the E-Enterprise for the Environment initiative. He began his federal career at the Office of Management and Budget in 1985. In 1991, he joined the EPA's Office of Budget, where he worked in a number of capacities until his appointment as Budget Director in 2003. In this role, he managed and directed staff overseeing the budget execution and budget formulation activities for EPA and was responsible for the preparation of its Annual Plan and Budget. He served as the Acting Deputy Chief Financial Officer for United States Environmental Protection Agency from April 2013 to August 2014. During this period, he was at the forefront of improving EPA's financial efficiencies and accountability, working closely with the Office of Management and Budget, Congressional staff, and the EPA's State, local, and tribal partners. He was a recipient of the Presidential Rank Meritorious Executive Award in 2012. Mr. Bloom received a Bachelor's degree in Business Administration from the University of Florida and a Master's Degree in Business Administration from The George Washington University.
