Edith S. Marshall — Chief Counsel & Senior VP at HMS Holdings

Ms. Edith S. Marshall Chief Counsel and Senior Vice President of HMS Holdings Corp. since September 2011. Ms. Marshall served as General Counsel at HMS Holdings Corp. from May 4, 2010 to September 2011 and its Corporate Secretary from February 2011 to April 2012. She served as General Counsel of Health Management Systems, Inc. She was responsible for counseling and conferring with other members of HMS's management team with respect to legal matters affecting HMS and its operations, monitoring compliance with legal requirements, communicating and interfacing with legal professionals in the other organizations with which HMS does business and overseeing its use of legal resources. Prior to joining HMS in May of 2010, Ms. Marshall was Counsel of Arnold & Porter, LLP, where, as a Member of the firm's FDA and Healthcare Practice Group, she counseled and represented clients in a wide range of matters arising under Medicare and Medicaid, the Public Health Service Act, the Veterans Health Care Act, HIPAA, fraud and abuse laws and other state and federal statutes and regulations pertaining to healthcare. In her over 30 years of practicing law, Ms. Marshall has held a variety of different positions in both the federal government and the private sector. She has served as Director of Legal and Regulatory Affairs for a health policy trade group and was for many years a Partner in a small Washington D.C. Her extensive government experience includes more than two decades of public service, as a staff attorney at the U.S. Department of Health and Human Services (where she focused on Medicare and Medicaid issues), as a litigator at the U.S. Department of Justice and as an Assistant U.S. Attorney for the District of Columbia and supervisor of that U.S. Attorney's Office Civil Division. Ms. Marshall received her law degree from the University of Michigan Law School and her undergraduate degree from Harvard University.
