Mr. Todd C. Toral, Esq. has been a Partner of Jenner & Block LLP since April 2017. Mr. Toral focuses his practice on matters involving investment funds, domestic and foreign federal tax disputes, financial services, insurance and contract claims. He also handles claims for violations of multiple state and federal schemes. He serves as a restructuring and litigation counsel to national and international banks, insurance holding companies and private equity funds concerning various credit and equity investment vehicles. He served as a Partner of San Francisco office of DLA Piper US LLP since September 2010. Mr. Toral focused his practice on business litigation with an emphasis on investment partnerships, tax disputes, finance and defending claims of alleged unlawful business practices. Mr. Toral served at Nixon Peabody LLP as Deputy Practice Group Leader for the Commercial Litigation practice and a Member of the Litigation & Dispute Resolution Department. Mr. Toral is a commercial litigator with a particular focus on investment partnerships, finance, tax disputes and unlawful business practices claims. He has served as first chair in several high-profile tax shelter disputes with the California Franchise Tax Board, the Internal Revenue Service and promoters of tax advantaged products involving complex financial derivatives and hedge transactions, European call/put options and OID boards. He has also handled tax controversy matters for national and international companies as well as banking operational controversies for financial institutions and large companies. Mr. Toral served in the US Marine Corps and had successful tours as a platoon commander and rifle company executive officer where he planned and directed the deployment of infantry units throughout Hawaii, Japan and Southwest Asia. He served as an Editor for the Maritime Law Journal. He served as an extern for California Supreme Court Associate Justice Ming Chin and US Bankruptcy Court Judge Randall Newsome. In 1993, Mr. Toral was selected to be the adjutant for Second Battalion Third Marines and later led a team of 20 Marines in adjudicating more than 175 matters ranging from administrative separations for violations of Marine Corps policy to felony prosecutions for serious violations of the Uniform Code of Military Justice. He served as a Director of Crystal Stairs Inc. until December 5, 2017. Mr. Toral serves as an appellate panelist for the Veterans' Consortium Pro Bono Program assisting veterans in appealing adverse decisions made by Veterans Affairs. He has also successfully represented the Berkeley Food and Housing Project and the San Francisco Center for Criminal Juvenile Justice in various proceedings before the Internal Revenue Service. In 2005, Mr. Toral was named 'Outstanding Volunteer Attorney' by the Bar Association of San Francisco's Legal Services Program. Mr. Toral received a J.D. from the University of San Francisco School of Law, an L.L.M. in Tax from the New York University School of Law and a B.A. from San Jose State University. He also has Additional studies at the Trinity University School of Law (Dublin) and Charles University School of Law (Prague).
