Executive Bio

Mr. Alan Bennett is a Partner at Ropes & Gray. His practice focuses on legal issues surrounding the development and marketing of consumer products. Alan has served as outside counsel to a number of pharmaceutical and medical device firms, with a particular emphasis on issues within the jurisdiction of the Food and Drug Administration (FDA). He regularly lectures and publishes extensively on FDA-related issues. Among his publications are The Legislative History of the Drug Price Competition and Patent Term Restoration Act, as well as articles on the Orphan Drug Act, patent certification under the Hatch-Waxman Act, and FDA regulation of pharmaceutical advertising and promotional materials. Upon graduating from law school, Alan served in the Office of the General Counsel of the Food and Drug Administration (FDA), where he was a trial and appellate lawyer and legal advisor to several FDA bureaus. Subsequently, he was legislative assistant to the late Senator Jacob Javits and Counsel to the Senate Governmental Affairs Committee, where he concentrated on a wide variety of health regulatory matters, consumer protection and administrative law issues, including playing a major role in one of the first medical records privacy initiatives. Prior to joining Ropes & Gray, he had been involved in many of the significant legislative and regulatory initiatives affecting the FDA. In particular, over the past several years, he has represented a number of clients before Congress and the FDA on issues such as pharmaceutical promotion and education, food additive approvals, and procedures to switch drugs from prescription to non-prescription status. Alan is an honors graduate of the University of Connecticut and received his law degree from Columbia University, where he was named a Harlan Fiske Stone Scholar.
