Raymond F. Messer P.E. — Senior Principal, Director of Design-Build and Director at Sterling Construction Company

Mr. Raymond F. Messer, also known as Ray, P.E., has been Director of Design-Build at Sterling Construction Company, Inc. since January 2015 and has been its Senior Principal since May 9, 2017. Mr. Messer served as the Chief Executive Officer and President of Walter P. Moore and Associates, Inc. from July 1993 to January 1, 2015. Mr. Messer was responsible for the Walter P. Moore and Associates, Inc. overall operational and management activities. He served as a Manager of Walter P. Moore's Tampa Florida office from 1984 to July 1993. He served as Director of Pre-Stressed Concrete Design at Walter P Moore from November 1981 to February 1984. He has over 30 years of experience in various aspects of engineering design, project management and construction with a special interest in the interface between design and construction. He served as the Chairman of the Board of Walter P. Moore and Associates, Inc. from June 1998 to April 2015. He joined Walter P Moore in 1981. He has been a Director of Sterling Construction Company, Inc. since May 9, 2017. He serves as a Director of Kennedy/Jenks Consultants, Inc. He served as a Director of Walter P. Moore and Associates, Inc. since April 1986. While in Florida, he chaired the Florida Institute of Consulting Engineers' Design/Build Task Force. Prior to Walter P Moore, he served in various roles of increasing responsibility at Exxon Research and Engineering, HNTB Corporation, Bechtel Corporation and VSL International Ltd. He is a Fellow in the American Consulting Engineers Council and participates in the activities of several other professional organizations. Mr. Messer received Florida Institute of Consulting Engineers' President's Award in recognition of extraordinary contributions as Chairman of the Design/Build Task Force since August 1989 and GSA's National Register of Peer Professionals from 2000 to 2001. Mr. Messer is a registered Professional Engineer in Texas, Florida, Georgia and New York. Mr. Messer is a Licensed Professional Engineer in Texas, Florida, Georgia and New York. He is a Certified Threshold Inspector in the State of Florida He holds a Bachelor of Arts in Mathematics from Carroll College, Helena Montana and both a Bachelor of Science in Civil Engineering and a Master of Science in Engineering Mechanics from Columbia University.
