Leadership should consider soliciting 360 degree feedback for managers and managerial candidates instead of promoting those that are the least respected by the rest of the organization. Being good at brown-nosing and stealing other peoples work to impress upper management shouldn't be the criteria.

Look at actual data trends for employee turnover for each manager. The working-level employee morale isn't improved when people leave because of poor management and the problem isn't addressed. It gets old waiting for a poor manager to get promoted to the next level to get away from them.
